Top 10 MVNO Opportunities in Latin America

Latin America’s MVNO market is booming in three countries — and barely started in the rest. Here’s where the biggest opportunities lie for brands ready to launch their own mobile service.

🌎  The Market Today

🇲🇽 Mexico’s Bait (Walmart) has crossed 20 million subscribers — the most successful retail MVNO in the region’s history. In 🇧🇷 Brazil, Surf Telecom powers 3M+ subscribers across pharmacy, retail, and fintech brands. In 🇨🇴 Colombia, Éxito and Virgin Mobile together serve 3M+ subscribers. Yet across 🇵🇪 Peru, 🇨🇱 Chile, 🇪🇨 Ecuador, 🇧🇴 Bolivia, 🇵🇾 Paraguay, and 🇺🇾 Uruguay, MVNOs are barely a footnote — representing one of the most compelling first-mover opportunities in emerging market telecoms.

🇦🇷 Argentina is a notable exception for the wrong reasons: weak regulation means MNO set-up fees run ~10× other LatAm markets, making entry economics currently unviable.

🇵🇪  Peru’s proof point: Guinea Mobile operates Peru’s largest independent MVNO platform, powering 120,000+ active lines across 8 white-label brands — including consumer brand Cuy Móvil and tourist-focused PeruSIM. It is the Surf Telecom equivalent for the Andean region.

🚀  The 10 Opportunities

  1. 🛒  Retail MVNOs.  The highest-potential, least-tapped vertical outside the three leading markets. Bait and Grupo Éxito have proven the model. In Peru, Guinea Mobile already powers Habla+ — the white-label MVNO of Grupo EFE, one of Peru’s largest electronics retailers. Any major retailer in Chile, Ecuador, or Bolivia could replicate this today.
  2. 💳  Financial MVNOs.  Over 70% of adults in several LatAm countries are unbanked, yet mobile penetration is near-universal. A SIM bundled with a mobile wallet creates a sticky product that traditional banks can’t match at this income level. Fintech MVNOs can also use call-pattern data for credit scoring.
  3. 💊  Pharmacy MVNOs.  Brazil’s Surf Telecom pioneered this vertical — pharmacies have daily foot traffic, high trust, and underserved older customers. 🇵🇪 InkaFarma, 🇨🇴 Drogas La Rebaja, 🇨🇱 Cruz Verde: none have launched yet. First-mover wins.
  4. 🛍️  E-Commerce MVNOs.  MercadoLibre, Rappi, Falabella Digital all have the loyalty infrastructure to launch an MVNO overnight. Data spend earns platform points; platform spend earns data. The flywheel is obvious — yet no major LatAm e-commerce player has pulled the trigger.
  5. ✈️  Tourist eSIM.  Millions of visitors to Machu Picchu, Cartagena, and Patagonia need local data. No physical SIM, instant activation, premium pricing. PeruSIM by Guinea Mobile is already serving this niche in Peru — the model is replicable across every major tourist destination in the region.
  6. 🌍  Diaspora MVNOs.  Venezuelan migrants in Colombia and Peru, Haitians in Chile, Chinese communities in major cities — all underserved by mainstream telcos. Bilingual service, flexible ID requirements, and targeted international calling bundles can build a deeply loyal base.
  7. 🏭  IoT & M2M MVNOs.  Precision agriculture, smart metering, fleet telematics — enterprise IoT demand is growing fast. Specialist per-device billing and multi-network SIMs are largely unaddressed by mainstream MNOs across the region.
  8. ⚡  Utility & Energy MVNOs.  Utilities already bill every household. Adding mobile to the bundle — one bill, one relationship — is proven in Europe and untried in LatAm. The churn protection alone makes the economics compelling.
  9. 🏢  Corporate MVNOs.  Mining, agribusiness, and logistics enterprises manage thousands of lines across fragmented MNO contracts. A B2B-focused MVNO offering centralised SIM management and consolidated billing has no serious competitors in most LatAm markets.
  10. 🏗️  White-Label MVNE Platform.  The meta-opportunity: build the infrastructure that powers all of the above. In Peru, Guinea Mobile does exactly this — a multi-tenant platform where each brand (like Cuy Móvil or Habla+) runs on shared infrastructure. This is the model Surf Telecom proved in Brazil, and it is almost entirely absent in the Andean region, Central America, and the Southern Cone.

🌐  The Window Is Open

The MVNO model works in Latin America. Brazil, Mexico, and Colombia have proven it at scale. The question for every major retailer, fintech, pharmacy chain, and e-commerce platform in the rest of the region is simple: do you move first, or watch a competitor do it?
