MVNO growth: the journey from light to thick to full MVNO

By Javier Alves, VP Sales, AxyomCore

How much control does an MVNO need over the network behind its brand? Javier Alves of AxyomCore sets out the three models, what each one unlocks and what it costs to get there. He moderates the MVNO Growth Roundtable at MVNO Nation Europe on Wednesday 4 November.

For many mobile virtual network operators (MVNOs), growth eventually raises a question: how much control does the business need over the network behind its brand? A light MVNO model can provide a route to market, but expanding into new segments or launching differentiated services may require capabilities that the original arrangement cannot deliver.

The journey from light to thick to full MVNO allows operators to take greater ownership as their ambitions develop. Each stage changes what they can offer customers and what they must manage operationally.

Starting light

A light MVNO typically focuses on its brand, distribution and customer relationships, relying on a host mobile network operator or an MVNE for core network capabilities. This limits initial infrastructure investment and allows the business to concentrate on acquiring customers.

For a retailer, community brand or new market entrant, that can be an effective starting point. The challenge emerges when growth depends on changes the host cannot readily accommodate. Product launches, traffic policies and service features may be constrained by the wholesale platform, making differentiation harder as competition increases.

Becoming thick

A thick MVNO takes control of selected core network functions while continuing to depend on its host for others. Although terminology varies across markets, the principle is incremental ownership: introduce the capabilities that create the greatest commercial value first.

For example, deploying a packet gateway or subscriber database can give an MVNO greater influence over data services and subscriber management. Policy capabilities can support tailored packages, application-specific services and different customer segments.

Cloud-native architecture makes this progression more practical. Rather than purchasing a complete hardware-based core upfront, an MVNO can deploy the software functions it needs and expand capacity over time. This aligns investment more closely with demand, although integration, operations and skilled personnel still require planning.

Moving to full MVNO

A full MVNO operates its own core network while purchasing radio access from one or more host operators. It gains broader control over subscriber identities, service delivery, interconnection and roaming arrangements, subject to commercial agreements and regulatory requirements.

This creates room to develop a more independent business. An operator can shape its service roadmap, build enterprise connectivity propositions or explore opportunities to enable other brands as an MVNE. Greater ownership can also provide more flexibility when negotiating host relationships.

However, full MVNO status brings responsibility. Security, service assurance, regulatory obligations and network operations become central capabilities. The business case must account for the people and processes needed to sustain service quality, alongside the technology investment.

The common thread

Across all three stages, the same trade-off recurs: each step up in control buys capability and costs operational weight. Cloud-native deployment shifts that trade-off rather than removing it, because integration, skills and service assurance still have to be funded.

Take the question into the room

Javier moderates Roundtable 2: MVNO Growth Roundtable — The Journey from Light to Thick to Full MVNO at MVNO Nation Europe 2026.

Day 2, Wednesday 4 November 2026, 14:30 Changemakers’ roundtables: MVNOs — built for the new era of connectivity

The format is deliberately not a stage panel. Attendees split into smaller groups based on their area of interest, each roundtable works through its question, and every group shares its findings at the end of the session. If you’re joining Javier’s group, this article is your starting point — and the most useful thing you can bring is a clear answer to where your own business sits on the light-to-thick-to-full scale, and what’s stopping it from moving.

Session moderator: Ian Ginn, Founder & Director, IFG Consulting Europe
